Generates an external or internal link with the given text. Intended to be used in other templates with complex linking needs.

Usage

   |external = URL or empty
   |internal = Wiki page title with optional namespace prefix
   |text = text
   }}

If both external and internal link targets are non-empty, an internal link is generated.
